THREE:With "The Battle of the Books" appeared "The Tale of a Tub;" and though these were anonymous, it was soon well known that they were from the hand of Jonathan Swift, a friend of Harley and Bolingbroke, who now assumed a position in the public eye destined to be rendered yet more remarkable. Swift was of English parentage, but born in Dublin in 1667. He was educated at Kilkenny and the University of Dublin. In early life he became private secretary to Sir William Temple, and at this time he wrote his "Tale of a Tub," which cut off all his hopes of a bishopric. He edited a selection from the papers of Temple, and then accompanied Lord Berkeley to Ireland as chaplain. Disappointed of the preferment which he had hoped for, he went over from the Whigs to the Tories in 1710, and thenceforward was an unscrupulous adherent of Harley and Bolingbroke, defending all their measures in the "Examiner," and pouring out his vengeance on all opponents with unflinching truculence. In his political[148] character Swift has been styled the great blackguard of the age, and certainly with too much truth. In spite of rare intellectual power, wit, and sarcasm, no principle or tenderness of feeling restrained him in his attacks on his enemies. If Harley and Bolingbroke are guilty of inflicting the disgraceful peace of Utrecht on the nation, simply to avenge themselves on the Whigs, no man so thoroughly abetted them in that business as Swift. His "Conduct of the Allies," his "Public Spirit of the Whigs," and other political tracts and articles, bear testimony to his unscrupulous political rancour. His "Drapier's Letters," and his treatment of Wood in the affair of the Irish halfpence, show that no means, however base and false, came amiss to him in serving the objects of his ambition. The great work of Swift is his "Gulliver's Travels," a work characterised by a massive intellect and a fertile invention, but defiled by the grossness that was inseparable from his mind, and that equally pollutes his poems, in which there is much wit and humour, but not a trace of pathos or tenderness. There is none of that divine glow of love and human sympathy, mingled with the worship of beauty and truth, which courts our affections in the works of the greatest masters. When we are told that Swift's grossness is merely the grossness of the time, we point to "Robinson Crusoe," to "The Seasons" and "Castle of Indolence" of Thomson, and to the works of Addison, for the most admirable contrast. Swiftwho died in the famous year of the '45was one of the most vigorous writers of the age, but he was one of the most unamiable. He was the Mephistopheles of the eighteenth century. The electors at the H?tel de Ville listened with avidity to a suggestion of Mirabeau, thrown out in the National Assembly, which passed at the time without much notice. This was for organising the citizens into a City Guard. The plan had originated with Dumont and his countryman, Duroverai, both Genevese. Mirabeau had adopted and promulgated it. Fallen unnoticed in the Assembly, on the 10th of July Carra revived it at the H?tel de Ville. He declared that the right of the Commune to take means for the defence of the city was older than the Monarchy itself. The Parisian people seconded, in an immense multitude, this daring proposition, and desired nothing more than a direct order to arm themselves and to maintain their own safety. Thus encouraged, Mirabeau renewed his motion in the National Assembly. He demanded that the troops should be withdrawn from the neighbourhood of Versailles and Paris, and a burgher guard substituted. He also moved that the "discussion on the Constitution should be suspended till the security of the capital and the Assembly were effected." He moved for an address to the king, praying him to dismiss the[363] troops, and rely on the affections of his people. The motion was carried, and a committee appointed to draw up the address. The address was presented by a deputation of twenty-four members. The king replied that the troops had been assembled to preserve public tranquillity and to protect the National Assembly; but that if the Assembly felt any apprehension, he would send away the troops to Noyon or Soissons and would go himself to Compigne. This answer was anything but satisfactory, for this would be to withdraw the Assembly much farther from Paris, and the movement would thus weaken the influence of the Assembly, and at the same time place the king between two powerful armiesthe one under Broglie, at Soissons, and another which lay on the river Oise, under the Marquis de Bouill, a most determined Royalist. The Assembly was greatly disconcerted when this reply was reported.The prisoners were at once sent to Richmond[532] Bridewell, on the South Circular Road, where the Governor did all in his power to make them comfortable. Good apartments were assigned to them. They dined together every day, and they were permitted to receive, without restriction, the visits of their friends and admirers. The Government was the less disposed to interfere with these indulgences, as their object was not so much punishment as prevention, and besides, the traversers had appealed against the sentence. A majority of the twelve English judges affirmed the judgment of the Court of Queen's Bench, while condemning the counts on which the Irish court relied. An appeal was then made to the House of Lords. The decision was left to the five law lordsLyndhurst, Brougham, Cottenham, Denman, and Campbell. The first two were for a confirmation of the judgment, the last three for reversal. Lord Denman, in pronouncing judgment, said, referring to the tampering with the panel, "If such practices as had taken place in the present instance in Ireland should continue, the trial by jury would become a mockery, a delusion, and a snare," a sentence which was hackneyed by repetition for years afterwards. The news of the reversal reached Dublin on the afternoon of the 5th of September. Great crowds had assembled on the pier at Kingstown, and tremendous cheers broke forth from the multitude when the Holyhead packet approached, and they saw held up a white flag, with the inscription, "Judgment reversed by the House of Lords. O'Connell is free!" The news was everywhere received by the Roman Catholics with wild excitement.

THREE: FORE:The effect of steam communication between Great Britain and Ireland was to increase very greatly the traffic of those countries. It has been stated that in order to save the salaries of one or two junior clerks, it was determined to cease keeping any official records of this traffic, with the exception of grain and flour. In the absence of such records we can only arrive at an approximation to the quantity and value of the exports and imports. It was, however, estimated by persons acquainted with the subject, that the quantity of agricultural produce imported into Liverpool alone in 1832 was worth four millions and a half sterling; and this produce consisted chiefly of live stockhorses, sheep, and pigswhich could not have been so profitably brought over by sailing vessels. The value of agricultural produce brought to the port of Bristol from Ireland in the same year was one million sterling. The total value of all sorts of live animals brought from Ireland to Liverpool in 1837 was 3,397,760. One of the most curious items in the traffic is the egg trade. In the course of the year 1832 no less than 100,000 was paid for Irish eggs in Liverpool and Bristol alone. Looking at the whole traffic between the two islands, we perceive that the amount of tonnage employed in 1849 was 250 per cent. more than it was in 1801. Up to 1826 the increase was not so rapid as subsequently, it being then only 62 per cent. on the whole period, showing an annual increase of 2-2/5 per cent., whereas for the quarter of a century that followed, the increase was 188 per cent., the annual increase being 8 per cent.The battle of Falkirk, which in itself appeared so brilliant an affair for Prince Charles, was really one of his most serious disasters. The Highlanders, according to their regular custom when loaded with plunder, went off in great numbers to their homes with their booty. His chief officers became furious against each other in discussing their respective merits in the battle. Lord George Murray, who had himself behaved most bravely in the field, complained that Lord John Drummond had not exerted himself, or pursuit might have been made and the royal army been utterly annihilated. This spirit of discontent was greatly aggravated by the siege of the castle of Stirling. Old General Blakeney, who commanded the garrison, declared he would hold out to the last man, in spite of the terrible threats of Lord George Murray if he did not surrender. The Highlanders grew disgusted with work so contrary to their habits; and, indeed, the French engineer, the so-called Marquis de Mirabelle, was so utterly ignorant of his profession, that the batteries which he constructed were commanded by the castle, and the men were so much exposed that they were in danger of being destroyed before they took the fortress. Accordingly, on the 24th of January they struck to a man, and refused to go any more into the trenches.

THREE:LORD ALTHORP (3RD EARL SPENCER). FORE:The Americans did not make their Declaration of Independence till they had communicated with France. The British Government, as Lord North publicly declared in Parliament, had long heard of American emissaries at Paris seeking aid there. A secret committee, which had Thomas Paine for its secretary, was appointed to correspond with the friends of America in Great Britain, Ireland, and other parts of the world. Encouraged by the assurances of France, the secret committee was soon converted into a public one, and agents were sent off to almost every court of Europe to invite aid of one kind or another against the mother country, not omitting even Spain, Naples, Holland and Russia. Silas Deane was dispatched to Paris in March of this year, to announce the growing certainty of a total separation of the colonies from Great Britain, and to solicit the promised co-operation.This report was published in the Moniteur on the morning of Monday, July 26th. On the same day, and in the same paper, appeared the famous Ordonnances, signed by the king, and countersigned by his Ministers. By the first the liberty of the press was abolished, and thenceforth no journal could be published without the authority of the Government. By the second the Chamber of Deputies, which was to meet in the ensuing month, was dissolved. By the third a new scheme of election was introduced, which destroyed the franchise of three-fourths of the electors, and reduced the number of deputies to little more than one half. Thus the whole Constitution was swept away by a stroke of the royal pen. As soon as these Ordonnances became generally known throughout the city the people were thrown into a state of violent agitation. The editors and proprietors of twelve journals assembled, and having resolved that the Ordonnances were illegal, they determined to publish their papers on the following day. A statement of their case, signed by thirty-eight persons, was published in the Nationale. They said: "In the situation in which we are placed, obedience ceases to be a duty. We are dispensed from obeying. We resist the Government in what concerns ourselves. It is for France to determine how far her resistance ought to extend." In pursuance of this announcement the journalists were preparing to issue their papers when the police entered the offices and began to scatter the type and break the presses. In some of the offices the workmen resisted, and the locks of the doors had to be picked; but no smith could be got to do the work except one whose business it was to rivet the manacles on galley slaves. There was a meeting of the electors of Paris, who quickly decided upon a plan of operations. Deputations were appointed to wait on the manufacturers, printers, builders, and other extensive employers, requesting them to discharge their workpeople, which was done, and on the 27th 50,000 men were assembled in different parts of the town, in groups, crying, "Vive la Charte!" About thirty deputies, who had arrived in town, met at the house of M. Casimir Perier, and resolved to encourage the rising of the people. The troops were under arms; and it is stated that without any provocation from the people except their cries, the military began to sabre the unarmed multitude. The first shot seems to have been fired out of a house, by an Englishman, named Foulkes, who was fired on by the military, and killed. Alarming reports spread through the city that the blood of the people was being wantonly shed, and that women were not spared. The black flag was raised in various quarters, ominous of the desperate nature of the struggle. The night of the 27th was spent in preparation. The shops of the armourers were visited, and the citizens armed themselves with all sorts of weaponspistols, sabres, bayonets, etc. In every street men were employed digging up the pavements, and carrying stones to the tops of the houses, or piling them behind the barricades, which were being constructed of omnibuses and fiacres at successive distances of about fifty paces. The fine trees of the Boulevards were cut down and used for the same purpose. The garrison of Paris was commanded by General Marmont. It consisted altogether of 11,500 men. At daybreak on the 28th the citizens were nearly ready for battle. Early in the morning national guards were seen hastening to the H?tel de Ville, amidst the cheers of the people. Parties of cavalry galloped up and down, and occasionally a horseman, shot from a window, fell back out of his saddle. At ten o'clock Marmont formed six columns of attack, preceded by cannon, which were to concentrate round the H?tel de Ville. The insurgents retired before the artillery, and the troops, abandoning the open places, took shelter in the houses and behind barriers. In the meantime a desperate fight raged at the H?tel de Ville, which was taken possession of, and bravely defended by the National Guard. Their fire from the top of the building was unceasing, while the artillery thundered below. It was taken and retaken several times. It appears that hitherto the Government had no idea of the nature of the contest. The journals had proclaimed open war. They declared that the social contract being torn, they were bound and authorised to use every possible mode of resistance, and that between right and violence the struggle could not be protracted. This was on the 26th; but at four o'clock p.m., on the 27th, the troops had received no orders; and when they were called out of barracks shortly after, many officers were absent, not having been apprised that any duty whatever was expected. The night offered[317] leisure to arrange and opportunity to execute all necessary precautions. The circumstances were urgent, the danger obvious and imminent; yet nothing at all was done. The contest lasted for three days with varying fortunes. Twice the palace of the Tuileries was taken and abandoned; but on the third day the citizens were finally victorious, and the tricoloured flag was placed on the central pavilion. Marmont, seeing that all was lost, withdrew his troops; and on the afternoon of the 29th Paris was left entirely at the command of the triumphant population. The National Guard was organised, and General Lafayette, "the veteran of patriotic revolutions," took the command. Notwithstanding the severity of the fighting, the casualties were not very great. About 700 citizens lost their lives, and about 2,000 were wounded. It was stated that the troops were encouraged to fight by a lavish distribution of money, about a million francs having been distributed amongst them, for the purpose of stimulating their loyalty. The deputies met on the 31st, and resolved to invite Louis Philippe, Duke of Orleans, to be lieutenant-general of the kingdom. He accepted the office, and issued a proclamation which stated that the Charter would thenceforth be a truth. The Chambers were opened on the 3rd of August; 200 deputies were present; the galleries were crowded with peers, general officers of the old army, the diplomatic body, and other distinguished persons. The duke, in his opening speech, dwelt upon the violations of the Charter, and stated that he was attached by conviction to the principles of free government. At a subsequent meeting the Chamber conferred upon him the title of the King of the French. He took the oath to observe the Charter, which had been revised in several particulars. On the 17th of August Charles X. arrived in England; and by a curious coincidence there was a meeting that day in the London Tavern, at which an address to the citizens of Paris, written by Dr. Bowring, congratulating them on the Revolution of July, was unanimously adopted. Meetings of a similar kind were held in many of the cities and towns of the United Kingdom. Feelings of delight and admiration pervaded the public mind in Britain; delight that the cause of constitutional freedom had so signally triumphed, and admiration of the heroism of the citizens, and the order and self-control with which they conducted themselves in the hour of victory. Thus ended the Revolution of July, 1830. It was short and decisive, but it had been the finale of a long struggle. The battle had been fought in courts and chambers by constitutional lawyers and patriotic orators. It had been fought with the pen in newspapers, pamphlets, songs, plays, poems, novels, histories. It had been fought with the pencil in caricatures of all sorts. It was the triumph of public opinion over military despotism. To commemorate the three days of July it was determined to erect a column on the Place de la Bastille, which was completed in 1840.

Being conveyed to St. John's, Burgoyne there disembarked, and on the 16th of June he commenced his march for Crown Point, the shipping following him by the lake. On the 1st of July he appeared before Ticonderoga. The place required ten thousand troops effectually to defend it; but St. Clair who commanded them had only three thousand, very indifferently armed and equipped. St. Clair saw at once that he must retire, as the Americans had already done, at Crown Point; but he sought to do it unobserved. General Burgoyne followed with other gunboats containing troops, and at the same time dispatched Generals Fraser and Reisedel by land after St. Clair.From Cuddalore, Tippoo and Bussy, the French general, turned their forces against Wandewash; but they were met by Coote, though he was now sinking and failing fast. They retreated, and he attempted to make himself master of the strong fort of Arnee, where much of the booty of Hyder was deposited; but Hyder made show of fighting him whilst Tippoo carried off all the property. Tippoo was obliged to march thence towards Calicut, where the Hindoo chiefs, his tributaries, were joining the British under Colonel Mackenzie. Hyder at this moment was confounded by the news of the peace made by Hastings with the Mahrattas, and expected that those marauders would speedily fall on Mysore. His health was fast declining, and yet he dared not introduce his allies, the French, into his own territory, lest he should not so readily get them out again. To prepare the way for his contemplated regulations, he first moved for the repeal of Pitt's Additional Force Bill. This was strongly opposed by Castlereagh and Canning, who contended that nothing could be better or more flourishing than the condition of the army; and that the repeal of Pitt's Bill was only meant to cast a slur on his memory. Notwithstanding this,[519] the Bill was repealed by a majority, in the Commons, of two hundred and thirty-five against one hundred and nineteen, and in the Lords by a majority of ninety-seven against forty. Windham then moved for a clause in the annual Mutiny Bill, on the 30th of May, for limiting the terms of service. In the infantry, these terms were divided into three, of seven years each; and in the cavalry and artillery three also, the first of ten, the second of six, and the third of five years. At the end of any one of these terms, the soldier could demand his discharge, but his privileges and pensions were to be increased according to the length of his service. Notwithstanding active opposition, the clause was adopted and inserted. He then followed this success by a series of Bills: one for training a certain number of persons liable to be drawn from the militia, not exceeding two hundred thousand; a Bill suspending the ballot for the militia for England for two years, except so far as should be necessary to supply vacancies in any corps fallen below its quota; a Bill, called the Chelsea Hospital Bill, to secure to disabled or discharged soldiers their rightful pensions; a Bill for augmenting the pay of infantry officers of the regular line; and one for settling the relative rank of officers of troops of the line, militia, and yeomanry. To these Bills, which were all passed, was added a vote for the increased pay of sergeants, corporals, and privates of the line, and an augmentation of the Chelsea pensions, and the pensions of officers' widows. Lord Howick moved that the same benefits should be extended to the officers, petty officers, and seamen of the navy, and to the Greenwich pensioners, which was carried. These were, undoubtedly, most substantial measures of justice to the two services; and the results of them soon became apparent enough in their beneficial effects on the condition of the army and navy.
